Hello there! Unfortunately the quest linked for the Elder Isle Quest completion can't be counted for that reward as it's a normal skill unlock (Doom). Quests that count for the Elder Isle Quest completion include The Outer You, The Inner You, Founding a Lineage Skill, and Legacy of the Winter King.
